At the initial race meet of the season starting positions in the
qualifying heats will be determined by luck of the draw. Consolation
and feature starting position will be heads up from the heat finish.
(If no qualifying heats are held, feature starting position will be by
the luck of the draw). At subsequent meets through the season starting
position will be determined by a handicap point system.
Time trials or
draw may be used to determine starting position at other times at the
discretion of the track officials and particularly for special racing events.
Inexperienced drivers, drivers who fail to maintain racing speed, or
drivers who do not exercise proper control of their race car may be
required to start at the rear of the racing events until track officials are
satisfied that they do not jeopardize the safety of themselves or
fellow competitors.
Track officials will determine the number
of qualifying events, the number
of qualifiers from each event, and the total number of cars that will
start the feature event for each racing division. Handicapping will be
determined by the number of entries in each division for that evening's
racing program. The purse will be set by the Port Royal Speedway
and is subject to change during the season. Participants will be made
aware of purse changes before they occur and if requested, the purse
will be made available to any participant before the start of a race meet.
Race teams have 30 minutes following the
last checkered flag of the
racing program to pick up their pay, or it will be held until the next
racing date.
All divisions must have their cars ready to
compete in the events for
which they are scheduled. All drivers must have their cars in the staging
area prior to the event for which they are scheduled in order to hold their
starting position. All events will be prestaged to help speed the program
along.
Any car entering the track late or in any
way delaying the start of an event
will start at the rear of that event. Once a race event begins, cars may
enter
the track only during yellow or red flag situations. A red light will be
used
at the discretion of track officials. When used, it will be closed as the
field
of cars enters the first turn and is given indication that the green flag will
be forthcoming. The pit gate will be opened for each yellow or red flag
situation during the race and closed with each restart.
When the pace vehicle is being used,
immediately after the line-up has
been announced, cars will proceed to their proper starting positions.
No car under any circumstances may pass the pace vehicle. Passing the
pace vehicle will results in a $50.00 fine.
All race starts and restarts will be at the
discretion of the flagman. All cars
must maintain starting or restarting position until the green flag is
displayed. Jumping will result in the violator(s) being required to start
at
the rear of field, penalized at the end of the event for the positions jumped,
or disqualified from the event. In the event of a false start, the green
flag will be
displayed initially, and then the yellow flag as the field exits the second
turn, upon signal from the flagman of a false start, the cars will realign
in the positions occupied prior to the false start. A cone on the
frontstretch
will be used to restart heats and features. Any car passing inside cone or
hitting the cone will be sent to the rear on the next restart. If no
restart
occurs, car or cars will be put back positions at the end of the event.
Lining Up For Restarts- Form a
single file line, nose to tail, and do not race.
Officials will correct the line-up when they receive it from scorers. When a yellow or red flag is dropped, cars already crossing start/finish
line
will be scored as if that lap was completed. Cars not passing start/finish
line will be lined up by previous lap completed (minus cars charged with
yellow/red). You cannot come out of the pits if one-lap signal has been
given. If you do, you will be black-flagged.
A race event may be stopped for a spin, an
accident, a disabled car,
debris on the track, or any time officials consider conditions too
dangerous to continue.
If The Yellow Flag Is Displayed-
Drivers should reduce speed and align
themselves in the order they were running on the last lap scored when the
yellow lights were turned on and remain in that position while continuing to
circle the track at a reduced speed. Any car stopping on the track and any
car pitting during the caution must restart at the rear of the field. Cars
that
bring out a yellow and do not stop on the track will restart in the position
where they rejoined the field.
If The Red Flag Is Displayed-
All Drivers MUST stop. This will be a closed red until all cars have reached the 4th corner in order to allow
equal time for all participants. Anything except tires may be
changed.
If a fuel stop is needed (55 laps,
sprints only) crew members have
2 minutes to refuel. If you are not ready you must go to the rear.
When the yellow flag is displayed following
a red flag or fuel stop,
the pace vehicle will make one complete lap. If race car is not ready to
push off after the one circuit of the pace vehicle, that race car must go
to the rear. No repairs to cars causing a yellow flag while on the track.
Cars will be disqualified.
Any car causing two yellow and/or red flag
periods, (excluding yellow
flag periods for flat tires) in any one event will be disqualified from
the remainder of that event. Cars not maintaining racing speed, being
lapped regularly, or jeopardizing the safety of others will be black-flagged
at the flagman's discretion.
Any car(s) desiring track time other than
during warm-ups and scheduled
events, must request permission from the flagman or pit steward, and be
notified that their request has been granted. No radio communication
of any kind between drivers and anyone else.
All events, when possible, will be run
until the race leader has completed
the advertised distance. If a race is stopped due to rain, curfew, etc.
and deemed a complete event by track officials, the official race finish
will be determined by the position each car would have held, had the
race been restarted.
In the event the scheduled events must be
cancelled due to rain, curfew,
etc. and all qualifying events have been completed - rain checks will
not be issued. In this case, the feature events will precede the
regular
events on the make-up date and the qualifying positions from the cancelled
event will still stand. However, if the scheduled events are cancelled due
to rain, curfew, etc. and the qualifying events are not completed, rain checks will be issued.
In all events, finishing positions will be
determined according to the
total distance traveled by each car whether that car is running at the
end of the event or not. In the instance that cars have completed the
same number of laps, the order in which the cars completed that number
of laps, the order in which the cars completed that number of laps will be
the finishing order. Cars which cannot continue after a yellow or red
flag period will finish in the order they were running on the last lap
scored. In order to receive prize money for an event, a car must be on the
speedway for a start or restart during that event.
All events will be prestaged to help speed
the program along.
Anyone not willing to cooperate will start at the rear of the
field for that event.

(Plus 20 Appearance Points)
Points will be awarded to drivers only.
If
the event is deemed
a non-competitive point race, all cars entered will receive 50 appearance points.
Heat Starting Position
All drivers that have competed in the last two
regularly scheduled race
meets and those drivers who have competed in at least one race during the
current season and are driving a car that has competed in the last two
regularly scheduled race meets will start at the front of the qualifying
heats
by inverted point average (the driver having the lowest average points per
appearance will start first in the first head, second lowest average points
first in the second heat). The remaining drivers will start behind the
first
group heads up on the basis of the number of race meets entered by car or
driver and by point average. (Drivers with same number of races
entered
will start with highest point average first to lowest point average last).
To hold point average for heat race, you can't race at another track
on any given day.
Consolation Starting Position
All non-qualifiers from the heats will be started in
the consolation(s)
in the order in which they finished heats. If no consolation is
required,
heat non-qualifiers will start the feature behind the qualified cars in
the order they finished the heats. Cars that were not in attendance
prior
to the start of the last qualifying event are not eligible to start the
feature.
Feature Starting Position
An announced number of cars will be handicapped from
each heat
event. The cars that competed in the last two regularly scheduled race
meets and finished the qualifying heats in a handicapped position
will start at the front of the feature race by inverted point average.
Any remaining cars that finished heats in a handicapped position
will start behind the first group on the basis of the number of race
meets entered and point average. The remainder of the heat qualifiers
will start directly behind the handicapped cars in heads up order by
heat finish. The consolation qualifiers will start behind the heat
qualifiers in heads up order by consolation finish.
Although points are kept for drivers only, the car
qualifies for
feature race. Any registered car may be driven by any eligible
driver under the following stipulations:
1) Drivers cannot change cars during any one racing event.
2) A driver may change cars, but in doing so he
must forfeit
his eligibility to drive the original car and relinquish the qualifying
position held by the original car.
3) Drivers changing cars must start at the rear
of the next
scheduled event.
4) Any driver change must be reported to his pit
steward
prior to the start of the event.
The number of consolations required is determined by
the
number of cars available to race when the consolation
line-up is made.
All drivers must attend drivers' meetings.
Race cars are to
be signed in 15 minutes before practice laps begin.
Qualifying heat line-ups will be made during the
warm-up period
for each division. Cars not in attendance prior to warm-up time
will be placed at the rear of the heats. (Notification that a car is
in transit but will be late will preserve the normal heat starting
position for that car). In order to maintain the same number of
participants in each heat, cars desiring to change heats due to
difficulties must find someone in another heat that is willing to
switch. All changes must be reported to the pit steward prior
to the start of the heat.
All drivers are expected to understand the meaning of
all flags
and the simple signals that the flagman will use in conjunction with
the flags. Any questions should be addressed to the flagman or pit
steward prior to racing events. Any driver who does not obey the flag
rules and signals will be subject to fine and/or disqualifications.
Flags and their meanings are as follows:
Green Flag- Start or restart of a race, racing
should start and
continue as long as the green flag is displayed.
Yellow Flag- Caution! Reduce speed
and continue to circle the
track in single file holding the position occupied when the
yellow flag was displayed.
Red Flag- Danger! An accident has
occurred or track conditions
make it unsafe to continue. All drivers MUST stop.
Crossed Flags- Half of the scheduled
number of laps
in the event have been completed.
White & Checkered Flags- Two
laps to go in the event
White Flag- One lap to go in the event.
Checkered Flag- Even has been completed.
Each driver should
continue to race until he has received the checkered flag.
Blue Flag With Yellow Marker-Layover flag.
Indication that
faster cars are about to overtake and lap slower cars. Cars receiving
the layover flag may continue to race but should not impede the faster cars.
Black Flag (furled)- Warning to car at which
flag is pointed. If accompanied
by a sign, driver must follow instructions immediately.
Black Flag (unfurled)- Car has been
disqualified. Driver should reduce
speed and enter pit area at nearest pit entrance. Pit Steward will
notify
driver or crew of reason for disqualification whether the car may continue
if the problem can be corrected. Any car running more than two (2)
laps
down or hopelessly out of competition and/or creating a hazard may
be black flagged at the starter's discretion. After two (2) laps car
will be stopped being scored.
