Golf Cart Rules

2025 Golf Cart Permits

The 2025 permit fee is $25 per golf cart, and payable to Port Royal Speedway at the same time as the application. For security reasons, all permits must be affixed to the front windshield.

Permits are property of Port Royal Speedway and the Juniata County Agricultural Society, and can be revoked without cause. Guests apply for the permit by completing the application, and submitting proof of insurance and a yearly fee.

The name listed on the insurance should match the individual and/or company on the application. The make, model, and serial number of the golf cart are required for a permit to be issued.

Golf cart permits are valid through the final event of 2025, the final day of insurance coverage, or if suspended by speedway or law enforcement personnel.

2025 Golf Cart Regulations

  • Traditional stock-appearing golf carts only. No ATVs, chairs/stools, coolers, dirt bikes, mopeds, scooters, side-by-sides, tractors, utility ATVs, or similar motorized vehicles are permitted.
  • During the Juniata County Fair, no motorized golf carts will be allowed on JCAS property, except those being used by JCAS fair board members. Handicapped mobility scooters are permitted.
  • All golf carts must register with the speedway office, and carry a speedway-issued permit on the front window. To obtain a permit, guests must submit a completed application, proof of insurance, and a yearly fee to the speedway office during posted business hours.
  • All motorized golf carts and handicapped mobility scooters may be used in the camping areas during the race season, and must be maintained at a safe operating speed not to exceed 10 mph.
  • Golf carts will not access the road that runs directly behind the main grandstands or in front of the speedway/fair office. No access will be allowed, at any time, in the pit area or on the race track surface.
  • Golf carts must yield to pedestrians, and only use the designated parking and camping areas. Park in designated areas only, and do not impede fire lanes, gates, building access, or designated ADA parking.
  • Operators must be 16 years of age or older with a valid driver’s license, except for handicapped operators.
  • The use of motorized golf carts is for transportation purposes only. No cruising, joy-riding, or unnecessary driving.
  • No overloading of passengers. No hanging, riding, or standing. The number of seats equals the maximum number of passengers.
  • All golf carts must be equipped with headlights.
  • Golf carts may not be operated during quiet hours, Midnight-8am.
  • Violation of regulations will result in revocation of golf cart privileges, and may result in expulsion from the speedway.
  • Port Royal Speedway and the Juniata County Agricultural Society is not responsible for accidents, damages, injuries, or theft resulting from the use of golf carts on JCAS property.
